The Coalition of Free Peoples is an organization open to all people, regardless of race, color, creed, religion, national origin, sex, marital status, sexual orientation, disability, or age, who wish to draw both strength from unity and strength from diversity in order to protect our personal rights and in order to secure those same rights for any individuals who have been stripped of their rights and who wish to be free. Existing geographical boundaries will be used to mark administrative districts of the Coalition of Free Peoples, and every administrative district will be granted a number of seats on the Coalition Council based on how many Coalition members reside within each district. Individuals who join the Coalition of Free Peoples will be afforded all of the rights and privileges associated with Coalition membership to the best of the Coalition's abilities; however, political boundaries and logistical limitations may make it difficult for the Coalition to extend its services to certain administrative districts. The Coalition of Free Peoples will make every effort to overcome such obstacles as they present themselves.

Any state, nation, or other political entity that wishes to become a member state of the Coalition of Free Peoples may only do so if a plebiscite held in the prospective member state reveals that at least two thirds of its people are in favor of Coalition membership. Any member state of the Coalition of Free Peoples would be recognized as a new administrative district, regardless of what geographical administrative district(s) that state may have previously occupied; for example, if Administrative District 5 contains Chile, Argentina, Bolivia, Paraguay, and parts of Brazil, then individuals from those areas who wish to join the Coalition of Free Peoples will be considered Coalition citizens of Administrative District 5, but if Bolivia chooses to join the Coalition as a member state next year, then Bolivia will become an administrative district independent of District 5, and Bolivia will receive its own representative seat(s) on the Coalition Council. Upon joining the Coalition of Free Peoples, a new member state would be eligible to receive protection, healthcare assistance, and educational assistance as needed from the Coalition of Free Peoples and its other member states; in return, all member states will be required to allow Coalition officials to conduct periodic inspections in order to ensure that Coalition member states are upholding their citizens' rights. Coalition officials will also periodically assess each member state's strengths and needs in order to ensure that resources within the Coalition are allocated to the places where the need is greatest. No member state shall ever be asked to provide more than its fair share of resources to any other member state or to the Coalition itself. Every member state will be required to hold a plebiscite every ten years to determine whether or not its citizens wish for their state to remain in the Coalition. Any member state that is unable to demonstrate that at least two thirds of its people wish for their state to remain in the Coalition will no longer be a member state of the Coalition of Free Peoples; however, former member states may still request limited Coalition aid, and such aid will either be granted or denied on a case-by-case basis after the Coalition Council made up of elected representatives from each non-state administrative district and member state has voted on the matter.
